Board of Directors
- ChairpersonFr. Elmo P. Manching
Fr. Elmo has held various roles within the Archdiocese of Palo, balancing his pastoral duties with active involvement in the cooperative movement. He currently serves as Chairperson of the Metro Ormoc Community Multi-Purpose Cooperative and holds directorial positions in both the Social Action Commission of the Archdiocese of Palo and the Cooperative Bank of Cebu, reflecting his commitment to both faith-based service and socio-economic development.
- President and CEONoel D. Raboy
Noel has dedicated over two decades to the cooperative sector, passionately advocating for cooperative identity, values, and principles. He has been a strong supporter of climate action and social volunteerism within the cooperative movement. Noel is the Founding Trustee of the Cooperative College of the Philippines, Founding Chairperson of the Philippine Chamber of Cooperatives, Inc. (Coop Chamber). He holds a degree in Sociology from Xavier University and an Executive MBA from the University of San Carlos. He has also completed executive education programs in Singapore, the United Kingdom, and at IMD Business School in Switzerland.
- Vice ChairpersonJudge Antonio Manuel A. Alcantara
Judge Alcantara has been an active participant in the Philippine cooperative movement since 1995. He has served as a Director of the Perpetual Help Community Cooperative, playing a vital role in its growth and development. In addition, he serves as a Director of Cosmopolitan CLIMBS Life Plan, Inc., and as the Corporate Secretary of CLIMBS Share Capital Equity Investment Fund Corporation.

- Vice ChairpersonMarlene Sindayen
Marlene currently serves as the Chief Executive Officer of the Novaliches Development Cooperative, where her leadership has driven substantial growth in both membership and service offerings. Her work reflects a strong commitment to cooperative principles and community empowerment. Beyond her role at NOVADECI, she is actively involved in various cooperative organizations, contributing significantly to the advancement of cooperative initiatives nationwide.
- DirectorDr. Leo Camposano
Dr. Leo is an Education Supervisor II at the Commission on Higher Education (CHED) Regional Office VIII, where he has contributed significantly to the enhancement of educational standards and policy implementation. In addition, he serves as a Director of PHCCI Multi-Purpose Cooperative in Tacloban, where he supports strategic planning and organizational development.
- Independent DirectorLillian Silubrico
Lillian previously served as the Chief Executive Officer of the Holy Cross Savings and Credit Cooperative, where she played a key role in enhancing financial services within the cooperative sector. She also made notable contributions as Chairperson of the Valenzuela Cooperative Development Council, demonstrating her dedication to fostering cooperative development and strengthening community engagement.

- Corporate TreasurerCheryl Liza Galla
Chat currently serves as the Assistant Vice President for Investment and Treasury at CLIMBS. She possesses fifteen (15) years of expertise in banking and finance. Cheryl has also completed several local and international trainings including ICMIF’s Advance Management Course in Manchester, UK.
- Corporate SecretaryBlesilda L. Cumba
Blessy has been with CLIMBS for over 15 years. She is the Chairperson of CLIMBS’ Annual General Assembly for the past decade and is the Corporate Secretary of CIMAC since 2017. She also currently seats as the Chairperson of CEC. Blessy has completed executive education programs in cooperative and insurance management at the Insurance Institute for Asia and the Pacific, the Singapore College of Insurance, the Asian Institute of Management, at ICMIF (Manchester), and at the Graduate School of Business, Stanford University (California).
